Independent interdisciplinary policy study and research organization, as one of the national Big Three.
Supported by grants and service charges from research project consignments and more than 3,500 members, including government agencies, business and industrial organizations, institutions, universities, research labs, foundations, trade associations, socio-economic federations, labor unions and nonprofit organizations, Staff :5 economists, 7 multidisciplinary scholars and visiting fellows, 12 research professionals, 48supporting professionals, 6 technicians, 3 others.
  Service Activities and Fields:
Current research project services fall into four institute-level units in operations, as LIPPS, IPES, GDI and IBI.
  Lim Institute for Public Policy Study (LIPPS):
The initiative integral unit of WES with 8 working groups. As a top think tank for policy study on Taiwan, LIPPS is specialist research and general consultancy on public policy issues, government regulation, industry economics, labor economics, regional employment, nature resources, social, infrastructure, media, energy, health, quality of life, foreign, including problems confronting state and local governments. Assists policymakers, scholars, businessmen and the public by providing objective analysis of national and international issues and fostering competition of ideas. Strategic use of regulation, including strategies adopted by business and other interest groups attempting to gain strategic benefits from social and economic regulation, general theories of regulatory behavior, incentive systems in regulation, design of new techniques for regulation, historical dimensions of agenda access in regulation, effects of regulation on business and their evaluation, and particular policy areas in regulation such as specific industry regulation. Also studies human resource, environmental economics and ecomanagement.
  Institute for Project Economics Study (IPES):
The leading integral unit of WES with Board of Research (BOR), Bureau of Development and Investment (BDI) and 10 working groups. IPES conducts normative and evaluative studies of socio-economic environment impacts analysis, funds research relevant to finance and investment, including basic and applied projects finance analysis, analysis of the finance structure and its restructuring, BOT planning, and use of quantitative methods in financial and risk management. Concerns on project design, problem definition, modeling, decision makings, systems analysis, policy analysis, implementation, evaluation, and other aspects of project management with providing consulting service and training in the field. Research, design-use management and consulting assistance on governmental policy problems, especially with respect to policy analysis, urban and regional planning, industrial park location, regional growth modeling, regions project, public finance, tax, public-private sector relations, privatization program economic revitalization proposal, review and revision of legislative codes, and improvement of private and public sector economic conditions. Studying in all modes of communication and transportation systems, transit finance, policy and economics. Conduct special studies and training programs for public agencies and other groups.
  Global Development Institute (GDI):
Major integral unit of WES with Bureau of National Policy and International Affairs (BNPIA) and 6 working groups. Research, consulting and contracting in the field of international affairs, contemporary economic and socio-political conditions viewed from a global perspective, national economic security study, development policy and regional cooperation, macroeconomic policy study, international commercial policy, inter-intra-national financial issues, comparative socio-economic system, investment globalization, overseas Chinese and Taiwanese economics. Current investment strategies choices in DC/LDC, applied economic theory, statistics, economic development theory, and policy analysis, including international trade and finance, comparative economics economic history, area studies, and comparative growth and distribution. Current topics of research include the analysis of input substitution and its relation, modeling the value chain of the production and trade sectors and project evaluation in developing countries.
  Industry and Business Institute (IBI):
Stategic integral unit of WES with Council on Planning (COP) and 6 working divisions. Conducts studies of industrial and corporate issues, science and technology applications, business venture projects, new edge development projects, business trends and economic factors monitoring, human relations in industry, sales and marketing, feasibility study, corporate finance, organization planning, and other areas of executive decision. Studies on effects of values, ethics and incentive systems, socialization and adaptation in implementing innovation, value chain strategies, corporate social audit methodology, social issues in management, crisis management. Conducts conference, seminars forum series, promotion and training programs. Collects and analyzes strategic business data, interprets experience, and supplies factual information through its publications and conferences.
